On January 26, Biden announced he was signing an executive order making sexual harassment a criminal offense under the Uniform Code of Military Justice. The new order allows prosecutors to bring charges against service members accused of harassment.

The 2022 National Defense Authorization Act called for the establishment of sexual harassment as a separate offense under military law as part of the I Am Vanessa Guillén Act.
Aaron David Robinson, a soldier, allegedly murdered Army Specialist Guillén, 20, on April 22, 2020, while stationed at Fort Hood in Texas. According to a US Army investigation, she’d complained about being sexually harassed, but military officers ignored her. Robinson allegedly beat her to death with a hammer on the base and then used a trunk to remove her body. He’s accused of dismembering her and burying her remains near the Leon River. The accused committed suicide before officers could arrest him.
The hope is the order will not only punish offenders but also prevent more serious crimes from taking place. It aims to prevent the unlawful distribution of sexually explicit images and allows the military to respond more effectively to domestic violence.
