State trooper arrested after allegedly using traffic stop to sexually assault a woman

OKLAHOMA CITY, OK – An Oklahoma Highway Patrol trooper has been arrested following allegations of sexual misconduct during a traffic stop earlier this year. The arrest stems from an incident in January when Trooper Jarquez Evans allegedly offered a woman a troubling choice: face arrest or engage in sexual acts with him.

The incident began on January 26, when Evans pulled over the woman for having an expired vehicle registration tag near Southeast 29th Street and I Avenue in Oklahoma City. According to court documents, Evans’ body camera and patrol car dash camera recorded the interaction as he approached the woman’s vehicle.

During the stop, the woman reportedly admitted to having an illegal drug pipe in her possession. Evans then instructed her to exit the vehicle and conducted a search, which included her pockets and the interior of her car. Inside her purse, Evans discovered a toy, which he allegedly commented on with a lewd remark, suggesting that his was bigger.

The arrest affidavit further details that Evans proposed not arresting the woman for the drug paraphernalia if she agreed to engage in sexual acts with him. The woman later recounted to Oklahoma City police investigators that she reluctantly consented, and Evans directed her to drive to a nearby parking lot. There, Evans allegedly entered her passenger seat and engaged in sexual acts with her.

The affidavit also reveals that the woman questioned Evans about the possibility of being charged with prostitution for the encounter. Evans reportedly assured her that she would not face such charges, mentioning that he had removed his body camera and microphone.

Subsequent investigations uncovered that Evans had boasted about the incident to a friend, though he claimed it was the woman who initiated the proposition. Forensic analysis conducted by the State Bureau of Investigation found DNA evidence on Evans’ uniform pants, linking both him and the woman to the scene.

Evans was arrested and booked into the Oklahoma County Jail on charges of rape and forcible sodomy. The Oklahoma Highway Patrol confirmed Evans’ arrest but declined to provide further details, citing the ongoing investigation.
