Investigators released surveillance video tied to a May triple shooting on West Berks Street.
PHILADELPHIA, PA — Philadelphia police are searching for a suspected gunman after a May 8 triple shooting in North Philadelphia killed two men and wounded a third on the 2500 block of West Berks Street.
The search moved into public view after police released surveillance video and images of a man they say may be responsible. The case has remained open since the early morning shooting near 25th and Berks streets. Investigators have identified the dead as 31-year-old Tamir Hill and 26-year-old Quamire Willoughby.
Police said officers responded at 2:21 a.m. May 8 after reports of gunfire on West Berks Street. Three men had been shot. Officers placed Hill in a patrol vehicle and rushed him to Temple University Hospital, where he was pronounced dead later that morning. Willoughby also was taken to Temple University Hospital in a patrol vehicle. Police said he died the next morning, May 9. A third victim, a 26-year-old man, was shot in the chest and taken to the hospital for treatment. His name has not been released.
Early reports from the scene said the three men had been on the front steps of a home near North 25th Street when gunfire broke out. Police said at least five shots were fired, and two of the victims were struck multiple times. Chief Inspector Scott Small said investigators planned to knock on doors and check cameras in the area. “We found at least two properties with exterior cameras, hopefully those cameras recorded something that can help us,” Small said after the shooting.
Police later said the surveillance video tracks the suspected gunman before and after the shooting. Investigators said the man walked about three miles before the attack, moving from the area of 15th and Butler streets to the scene on West Berks Street. After the shooting, police believe he fled on foot eastbound along Susquehanna Avenue from 11th Street. Officials described him as a man in his mid-20s to early 30s, about 5 feet 9 inches to 5 feet 11 inches tall, with a medium build, a light to medium complexion, facial hair and a receding hairline.
On the night of the shooting, police said, the man wore dark clothing, including a Nike hooded sweatshirt and black and gray athletic shoes. Police have not said what led investigators to identify him as the suspected gunman. They also have not announced a motive, said whether the three men were targeted or named any person charged in the killings. The case is listed under the same police district control number for Hill and Willoughby.
The shooting also hit nearby homes. One bullet went through the front door of a property and landed inside a living room, police said. People were inside at the time but were not struck. A neighbor, Shanta Perrin, said she woke to screams after the shots. “I heard someone screaming, ‘Help me! I got shot, help me!’” she said. Another neighbor said the gunfire left people scared and shaken in a block that had already seen violence in recent years.
Hill lived on North 4th Street in Philadelphia, according to police records. Willoughby lived on Locust Street. The records identify both men as Black males and list the case as unsolved. Police said the third man who survived was also 26 and Black. Officials have not released an update on his condition. The shooting happened in the 22nd Police District, a section of North Philadelphia where detectives continued gathering video, witness accounts and other evidence after the first emergency calls.
The city has offered a $20,000 reward for information that leads to an arrest and conviction. The Homicide Unit is handling the investigation from the Philadelphia Public Services Building at 400 North Broad Street. Police have listed the Homicide Unit phone number as 215-686-3334/3335 and the tip line as 215-686-TIPS. No hearing date or court filing has been announced because no suspect has been publicly charged.
The release of video gave investigators their clearest public appeal since the shooting. Police said the footage shows the man before he reached West Berks Street and after he left the area. Detectives are trying to determine where he went next, whether anyone helped him and whether additional cameras captured his movements. Officials have not said whether the gun used in the shooting has been recovered.
The case remained open Saturday, June 27, with police still seeking the man shown in the surveillance video. The next public milestone is expected to come if detectives identify the suspect, make an arrest or release more evidence from the homicide investigation.
