GARLAND, TX — A 16-year-old Dallas teenager accused of fatally shooting two other teenagers in Garland was detained in Mexico and returned to Texas after authorities searched for him for more than a week.
Amancio Anton Noriz was located Jan. 24, 2024, in the Monterrey, Nuevo León, area of Mexico, according to authorities. Laredo police said the U.S. Marshals Service assisted in taking Noriz into custody and bringing him across the border. He was booked in Laredo and placed in the Webb County Juvenile Detention Center while authorities arranged his return to the Dallas area.
Garland police had been seeking Noriz in connection with the Jan. 14, 2024, deaths of Alan Chavez, 18, and Ruben Santibanez-Arzola, 17, both of Wylie. Officers responding to the 2300 block of West Buckingham Road found the two teenagers suffering from gunshot wounds. Both later died.
Investigators said surveillance video showed Noriz meeting with the two teenagers in a parking area near Buckingham and North Shiloh roads, across from North Garland High School. Police said Noriz and the victims knew one another. Contemporary reports said an altercation began before the shooting. Authorities initially did not publicly provide a detailed motive.
Because Noriz was a juvenile, police normally would not have released his name or photograph. A court allowed Garland police to identify him publicly because of the seriousness of the allegations. Officers announced the directive to apprehend and released his photograph Jan. 23, one day before authorities reported that he had been detained in Mexico.
Garland police spokesperson Pedro Barineau said at the time that officers learned from authorities in Laredo that Noriz was in custody and were working to transfer him back to Garland for court proceedings. Laredo authorities said he was being held pending his return to North Texas for capital murder proceedings.
Later records from the Dallas County Criminal District Attorney’s Office provided more detail about the prosecution. The office said surveillance footage showed the victims arriving in a pickup truck at a Garland restaurant before Noriz arrived in another vehicle and entered the pickup. Prosecutors said a struggle followed and gunfire was recorded before Noriz left the area.
The district attorney’s office later reported that Noriz was prosecuted on a capital murder charge and agreed to a 30-year prison sentence. The office’s 2025 case summary described him as a juvenile defendant and identified the Garland Police Department as the investigating agency.
The later prosecution record also described the encounter as involving a drug and gun transaction. That detail was not publicly disclosed by police in the initial reports surrounding Noriz’s arrest. The district attorney’s summary also characterized Noriz as having eventually turned himself in, while contemporary reports from Laredo and Garland authorities said he was located and detained in the Monterrey area with assistance from U.S. marshals.
The criminal case has since moved beyond the fugitive stage that prompted the January 2024 search. According to the Dallas County District Attorney’s Office, Noriz was found guilty in the capital murder case and agreed to serve 30 years in prison.
