An arrest warrant was issued for the 15-year-old after a 16-year-old student was fatally shot near a Milwaukee bus stop.
MILWAUKEE, WI — A 15-year-old Milwaukee boy has been charged with first-degree intentional homicide in the fatal shooting of a 16-year-old classmate after the two got off a Milwaukee County Transit System bus, according to a criminal complaint and local authorities.
The shooting happened Sept. 19 near South Layton Boulevard and West Greenfield Avenue. Family members identified the victim as Camron Bowen, a student at Bay View High School. Prosecutors identified the accused teenager as Robbiel L. Stokes. An arrest warrant had been issued for Stokes, who had not been arrested as of Friday, according to reports citing the criminal complaint.
Milwaukee police initially said officers were investigating a fatal shooting that occurred about 4:55 p.m. in the 1300 block of South Layton Boulevard. Police said a 16-year-old victim was taken to a hospital with gunshot wounds and was pronounced dead there. At the time of the initial police statement, investigators said they were seeking an unknown suspect or suspects.
The criminal complaint later provided investigators’ account of the events leading to the shooting. Prosecutors allege Bowen and Stokes were riding on the same Milwaukee County Transit System bus before getting off near Layton Boulevard. Surveillance video and witness accounts cited in the complaint indicated that the teenagers sat near each other toward the rear of the bus and had a heated conversation before leaving through the rear doors.
Once outside, prosecutors allege, Stokes pulled a handgun from a sweatshirt pocket and fired several times at Bowen. Witnesses described the shooter pursuing Bowen as the teenager ran in front of the bus, according to reporting based on the complaint. The allegations have not been proven in court.
Investigators also examined whether an earlier dispute at Bay View High School was connected to the shooting. School staff told investigators that Bowen and Stokes had been involved in a fight several days earlier, according to the complaint. The earlier confrontation occurred Sept. 16. Authorities have not publicly announced a final determination about a motive beyond the circumstances described in the complaint.
A friend of Bowen told investigators that he had been on a video call with the teenager shortly before the shooting and heard an argument in the background, according to reporting on the complaint. Investigators also reviewed surveillance images from the transit system as they worked to identify the person accused of firing the shots.
Stokes’ mother was shown surveillance images from the bus and identified her son as the person investigators believed was involved, the complaint says. She also told authorities that Stokes called her after the shooting and asked for a ride. Investigators later searched her vehicle and recovered a .40-caliber cartridge casing that authorities said was the same caliber and brand as casings recovered from the shooting scene, according to reporting on the complaint.
Prosecutors charged Stokes with one count of first-degree intentional homicide with use of a dangerous weapon. The charge is an allegation, and Stokes is presumed innocent unless proven guilty. No plea or defense response was available in the reports reviewed.
An arrest warrant remained outstanding following the filing of the charge Friday. Authorities had not announced Stokes’ arrest as of the latest reports reviewed, and the case remained under investigation.
